During the Global Citizen 2015 Earth Day celebrations in Washington DC on 18 April 2015, minister Ploumen announced the commitment of the Dutch government to contribute to safe water and clean toilets for respectively 30 million and 50 million people. This as part of its strategy to realise the contribution of the Netherlands towards achieving universal access to water and sanitation services by 2030 under the Sustainable Development Goals (SDGs) agenda.

The Dutch Ministry has asked the Wash Alliance International, SNV and Plan Nederland to form a consortium and write a proposal to contribute to reach those goals. The Netherlands WASH SDG Consortium has been formed and the proposal has been approved by the Dutch Ministry. This means that the consortium with its partners, will execute a five year DGIS financed programme focusing on water, sanitation and hygiene (WASH) spanning 7 countries in Africa and Asia.

The consortium has formed a Steering Committee (SC) in which each partner’s CEO (or delegate) has joined. Furthermore a Technical Committee (TC) has been formed in which each partner delegated a senior expert. This TC will develop the guidelines, result definitions and measurement which will be applied to the programme.

The challenge                                                                                                            

For the daily management and representation of the WASH SDG Consortium the SC is looking for a Consortium Programme Coordinator (CPC) who is responsible for coordinating programme activities of the consortium partners, make annual plans and reports and informing the Steering Committee. The CPC will also directly manage global functions, meaning the Innovation Fund, M&E, and Learning and Knowledge development.

 The CPC is appointed by the SC and will be under contract of the lead agency (Simavi). The Consortium Programme Coordinator reports to the Steering Committee (SC) and is the (non-voting) secretary of the SC. The CPC is a non-voting member and chair of the TC meetings and receives support and advice from the TC.

 Your main tasks and responsibilities

  • Coordinate consortium cooperation
  • Manage M&E
    1. Develop guidelines and planning in cooperation with TC
    2. Collect and coordinate all information input from the consortium members
    3. Consolidate all information to an annual report on global and country level. This report includes narrative and financial reports and progress in terms of outputs, outcomes and impact.
    4. Provide SC with annual plans and reports
  • Manage Learning & Knowledge Development
    1. Develop guidelines and planning in cooperation with TC
    2. Develop consortium learning and knowledge agenda in cooperation with the TC
    3. Collect and coordinate learnings and knowledge from the countries. Disseminate relevant learnings among the consortium and relevant third parties (e.g. researchers, international knowledge networks)
  •  Manage the Innovation Fund
    1. Develop guidelines and planning in cooperation with TC
    2. Identify, in cooperation with TC, specific topics to be addressed through the fund
    3. Guide and steer the projects financed through the fund
    4. Report Innovation Fund results to the SC and disseminate learnings within the Consortium and in the wider WASH sector
  • Networking and relationship building with internal and external partners
    1. Maintain operational relationship towards DGIS
    2. Maintain relationship with the consortium members
    3. Prepare meetings for SC and minutes
    4. Be spokesperson to external parties if needed
  • Management
    1. Functional management towards finance role

Your profile

  • MSc with a minimum of 10 years of relevant programme management (execution) experience, preferably in Africa and / or Asia.
  • Extensive knowledge of the WASH sector.
  • Proven experience in the interface of leading and facilitating collaborative NGO structures.
  • Excellent writing skills.
  • Experience in PME.
  • Inspiring leader, with good diplomatic and interpersonal skills, who is culturally sensitive.
  • Ability to work independently, manage complex processes and a strong result and service orientation.
  • Well-developed financial management skills.
  • Excellent command of written and spoken English. Knowledge of the Dutch language is desirable.
  • Dutch citizen or in possession of legal entitlement to live and work in the Netherlands is a requirement.

  • A gross monthly salary between € 3,963.- and € 5.842.- on a fulltime basis of 36 hours;
